I laid before the Marquess of Salisbury your letter of the 17th instant relative to an enquiry from the Board of Customs as to whether Hongkong and Wei-hai-wei are to be regarded as British Possessions for the purpose of the Proclamation prohibiting the
export of arms and ammunition to China.
I am directed by His Lordship to state in reply that the Governor of Hongkong has issued regulations respecting the import and export of arms, for the details of which I am to suggest that you should apply to the Colonial Office.
With regard to Wei-hai-wei His Lordship has enquired of the War Office whether they will control imports and exports or desire that that place should be treated for the purposes of the proclamation as Chinese territory.
