I am directed by the Lords Commissioners of Her
Majesty's Treasury to transmit to you herewith a copy
of a letter from the Foreign Office in reply to an
inquiry made by the Board of Customs as to whether Hong Kong and Wei-hai-Wei are to be regarded as British
Possessions for the purpose of the Proclamation
prohibiting the export of arms and ammunition to China,
and I am to request that you will move Mr Secretary
Chamberlain to favour this Board with such information
as he is in a position to furnish in regard to the case
of Hong Kong referred to in paragraph 2 of the letter.
