I am directed by the Lords Commissioners of Her Majesty's Treasury to transmit, to be laid before the Secretary of State for the Colonies, a copy of a letter of the 5th instant from the War Office proposing to advance from the Military Works Loan-a sum of £12,000 (out of a total estimate of £90,000) in order to commence at once the works required for the defences of Hong Kong
Before My Lords reply to the War Office, They request to be informed whether, if an Imperial advance be sanctioned, the Colonial Government of Hong Kong will undertake to repay the War Office
