I am directed by the Secretary of State to forward to you herewith, to be laid before Mr. Secretary Chamberlain, a copy of a petition which has been received from Edith Mary Hallowell Carew, who on the 1st February 1897 was convicted of murder by Her Majesty's Consular Court in Japan and is now under sentence of penal servitude for life; in which the convict makes a request as to the "rule respecting her sentence" which was read to her on her reception into the Prison at Hong Kong.
The Secretary of State would be obliged if Mr. Chamberlain would furnish him with a copy of any Rule of which she may have received notice in the manner indica-
ted, and would be glad of any observations the Colonial authorities may have to offer there on.
