The Chinese Minister has communicated to the

Marquess of Salisbury a telegram (copy of which is

enclosed) from the Acting Viceroy of Canton stati ng

that the so-called reformers Liang Kai Chao

Sun

Yat Sen are at present residing in Hongkong and insti-

gating, from thence, disturbances in the Provinces

of Kwangtung and Kwangsi.

The Acting Viceroy asks that instructions may

be sent to the Governor to expel them from Hongkong.

I am directed by Lord Salisbury to enquire

what answer should in Mr. Secretary Chamberlain's
