My Lord:-
I have the honour to inform Your Lordship
that your note of the 31st of July last, stating
that the Authorities of Hong Kong were not justified
in detaining the Steamship "Tartar", while under
charter to the Government of the United States as a
transport, and expressing the sincere regret of Her
Majesty's Government at their action in the matter,
is entirely satisfactory to my Goverment, and that
the incident may be regarded as ended.
