Sir:-
I have the honour to forward to you herewith
1000 Japanese hand carts ordered through me by the
Government of Hongkong for the service of Her Ma-
jesty's Forces in North China.
By the terms of the contract, copy of which
is herewith enclosed, these carts are to be deliver-
ed to you, set up, oiled, and ready for use by the 4th
August, under a penalty of 500 yen, for each day's
delay, beyond that date, due to the fault of the
contractor.
In view however of the unavoidable delays, caus-
ed by the strain imposed on the limited industrial
resources of this locality by the effort of getting
so large an order executed in so short a time, I
have deemed it equitable (and have consequently
