Tokió, September 4, 1900,
Japanese Government have only heard of arrest of one Japanese at Hankow. Have ordered Consul to deport him to Japan.
Local authorities in Japan have instructed watch on persons intending to sail for China; Japanese Consul-General at Shanghae has been told to be on look-out for suspicious characters arriving. Minister for Foreign Affairs assures me that Japaneso Government are taking all possible measures against contingency of Japanese participating in political disturbances in China.
