Sir:-
I laid before the Marquess of Salisbury your
letter of the 16th instant forwarding a telegram
from the Governor of HongKong relative to the request
of the Viceroy at Foochow for the services of an
Officer of the Royal Artillery as Instructor and
general supervisor of Drill.
I am to state that there is no objection, so
far as the Foreign Office is concerned, to a compli-
ance with this request.
