Salisbury that primâ facie the liability to maintain
a native of Hongkong must rest with the municipal
authorities of Hongkong rather than with the muņici-
pal arthorities of the United Kingdom, and His Lord-
ship is disposed to think that you decided rightly
that the present case was not one for repatriati on
to England.
Before however arriving at a definite
décision on this point, it is desirable to ascer-
tain whether any relief from public funds is called
for at all in the present case.
His Lordship
therefore requests to be informed concerning the
arrangements for Wallace's maintenance which were
made in 1886 when Her Majesty's Minister at Peking
was instructed to consult with the Crown Advocate
Z
in the matter, as well as concerning the present
position of any relatives of the lunatic who might
be called upon to contribute towards his support.
