With reference to my
Note of the 16th. Septauber last,
relative to the detention by the
harbour authorities of Hong Kong
of the Steamship "Tartar" while
she was under charter to the Uni-
ted States Government as a mili-
tary transport, I have the honour
to state that as a result of the
enquiries which have been made by
Her Majesty's Secretary of State
for the Colonies into the circum-
stances of the case, it appears
that the Colonial Authorities at
Hong Kong were not justified in
detaining
