In reply to your letter (14100/1859) of the

5th instant, I am directed by the Marquess of Salis-

bury to transmit herewith the draft of a Note which

His Lordship proposes, with the concurrence of the

Secretary of State for the Colonies, to address to

the United States Ambassador at this Court, conveying

the apologies of Her Majesty's Goverment for the ac-

tion of the Harbour Authorities at Hong Kong in

detaining the Stewnship "Tartar" while she was under

charter to the United States Government as a military

transport.

Lord Salisbury presumes that instructions have

been sent to the Colonial Authorities in accordance

with the Report, dated May 4th last, of the Law Of-

ficers of the Crown,
