My Lord:-
I have the honour to transmit herewith to
Your Lordship a copy of a note and its enclosures,
which I have received from the Chinese Minister,
containing a request that I should furnish him with
a permit to allow the dis-embarkation at Hongkong
and re-shipment to Shanghae of the body of his fenc-
ing master Wou-Sing-Hai, who died here on the 12th/
25th May last.
The certificate enclosed in the above note
and sealed with the official seal of the Legation,
states that all the regulations of Russian Law
as
well as medical requirements have been complied with,
and that the body has been placed in a double shell
of metal enclosed in a wooden case.
