With reference to your letter of the 28th

ultimo I am directed by the Marquess of Salisbury

to inform you that the Portuguese Minister has been

requested to state whether any action has been taken

by his Government with a view to preventing the

exportation of arms from Macao to the provinces of

Kwangtung and Kwangsi.

Monsieur de Soveral has also been informed that

the Authorities at HongKong have issued a new and

more stringent Ordinance on the subject but that

they represent that no measures adopted by them can

be of much value unless similar measures be taken

in Macao to prevent arms passing thence to the

mainland.
