I um directed by the Marquess of Salisbury to

state that Her Majesty's Consul General at Antwerp

reports that the Japanese Steam Ship "Kawaehi Maru"

sailed from that port on the 23rd instant for Singa-

pore, Hongkong, Kobe and Yokohama with arms on board,

vis.,

Sixty five cases of Revolvers supposed to be

for Hongkong and four cases of cartridges and nine

cases of Rifles for Singapore.

His Lordship would suggest the advisability

of calling the attention of the Governor of Hongkong

to this consignment of arms, which may be intended

for the insurgents in China.

The Japanese Chargé d'Affaires has been re-

quested to bring the matter to the notice of his

Under Secretary of State,

Colonial Office.
