and His Lordship considers that the course suggested

would afford a practical test of the sincerity of the

assurances given by His Excellency to Sir H. Blake

on the subject.

In the event of the Viceroy declining to adopt

the measures proposed by Admiral Seymour, the question

of what further action can be taken in the matter by

the British Naval Authorities independently of Chinese

cooperation can be considered.
