Sir:-

I have laid before the Lords Commissioners of

Her Majesty's Treasury your letter of the 1st in-

stant with its enclosures relative to the case of

a lunatic, named Edward Wallace, a native of Hong

Kong, who was sent to that Colony from Shanghae

under an Order from the Supreme Consular Court for

China and Corea.

The special point as to which My Lords under-

stand the Marquess of Salisbury to desire Their ad-

vice is the objection taken by the Secretary of

State for the Colonies to a sentence in the draft

despatch to the Acting Consul General at Shanghae,

enclosed in your letter, which says that "It appears

to Lord Salisbury that, prima facie, the liability
