My Lord:-
In my despatch No. 371 of the 26th Decem-
ber, I forwarded to Your Lordship a short and pre-
liminary report issued by the Commission appointed
in January of last year to examine the conditions
existing in the Philippine Islands.
The 1st Volume of the Full Report has now
appeared and I have the honour to inclese it here-
with.
The 2nd Volume which will deal with matters
of the following nature, Geography, Botany, Mineral-
egy, Agriculture, Commerce and the general resources
of the Island, will appear later.
The principal subject dealt with is the
plan of Government submitted by the Commission but
the report also deals with the racial
characteris-
tics,
