tended to high water mark in these Bays. Of
course, it was conceivable that there might
be on the foreshores in question as on the
rest of the ceded territory
rights of
private property, and possibly also rights
of access over the Chinese territory above
high water mark, which would require con-
sideration before any fresh rights were
granted.
4. It follows from this opinion of
the Law Officers that the Chinese Govern-
ment has no power to grant leases on any
portion of the foreshore in Mirs and Deep
Bays.

Division Map No.1393, copies of which have
already been forwarded to you. You will
observe that the boundary of the new terri-
