Sir:-

I laid before the Marquess of Salisbury your

letter of the 24th instant, suggesting that a

friendly representation should be made to the Portu-

guese Government with a view to their taking steps to prevent the exportation of Arms and Ammunition

from Macao to the disturbed districts in the Chinese

provinces of Kwangtung and Kwangsi.

I am directed by His Lordship to transmit to

you a copy of a Memorandum which has been drawn up

on the subject for communication to the Portuguese

Minister.

The original inclcsures in your letter under re-

ply are returned herewith.
