Sir:-
Mr. J. H. Grimes of Shanghai has sent a Petition
to Her Majesty's Minister at Peking with regard to
his claim against the United States Government for
wrongful imprisonment at Manila. The Petition was
in the first instance addressed to the Secretary
of State for the Colonies and was submitted to the
Governor of Hongkong who however referred Mr. Grimes
to Her Majesty's Legation because his passport had
been issued by the Consul at Shanghai.
As it appears from the enclosed Petition that
Mr. Grimes was formerly Chief Inspector of Police
at Hongkong, I am directed by the Marquess of Salis-
bury to ask whether anything is known in your De-
partment respecting his character and antecedents.
I am to request that the Petition which is en-
closed
