MEMO.-

I have forwarded your letter of 28th September

to the Commander in Chief, in the meantime you are to be

guided in your dealings with the Chinese by Chap.XXIV of the

Station Orders. All vour dealings with the Chinese must

be through the Consul of the district and only on his

requisition are you to take active measures after first

if possible commmunicating with me.

Luk-lac is not on the route which the vessels

under your orders were directed to patrol and although

it is absolutely necessary that an insult to the British

flag shall not pass unpunished I am of an opinion that to

visit many of these creeks at all, where no British

interests exist, is rather to court insult without the

least corresponding advantage.

I am sending extract from your letter to His

Excellency the Governor and will ask him to urge H.B.M.

Consul General at Canton to take such steps as to ensure

the offenders at Luklao being punished.

I wish to be furnished with a tracing showing

the creeks used as the route between Canton and Samshui.
