#nuh reference to my letters No.650 of ålst August, No.470 of 20th. November, and No.934 of 18th Decanor 1899, I beg you will inform their Lordships as follows.
i have to-day conferred with the Governor of Hong Kouk do
the subject of the "Pizacies", or lawless outrage la the
West River, and the question of our patrolling those (22
with a water police force to suppress the same.
念。 Since the former correspondence took plane
things have occurred.
First. That the former Viceroy of Canton, who was not only
supine in the matter, but in fact averse to tering any
action to suppress the above, han been removed from his pos and his temporary successor, named Te, has by letter of 101 instant written to Sir Henry Blake to say he is anvinud te suppress piracy, and intends as soon as possible to divo de the West River into divisions with one steam soat to satrol each, and an extra one for the Officer above all.
Second. That His Excellency Li-Hung-Thang has just arrived to be Viceroy of Canton, and assures the Governor he is noct enxious to put down piracy and to co-operate with ce wish, in doing so.
3. Sir Henry Blake informe me that having comunicate with der Ma, enty 's Secretary of State for the Salonter, finds himself unable, now at any rate, to take any action in the way of patrolling the West River with a force.
