I would respectfully beg to request. His Excellency the Governor that an additional assistant be appointed to this sub-department, as the work has increased to such an extent that I find myself, even with the assistance of Mr Mumford, unable to cope with it, and would beg to draw His Excellency's attention to the
following facts.
· In 1808 when an assistant surveyor
was first appointed the steamers surveyed were very small
* and of much less horsepower than those now surveyed for
Passenger Certificate. In one trade alone- the Pacific-
the development has been very marked. The number of
launches surveyed waa' also very small' as compared with
: those surveyed at the present time.
In 1898 the number of launches

examined for passenger licence was 86., boilers built unde i
· inspection 10., and inspection of government launches 16.,
engineers examined 60., and Chinese' engineers 96.
This year the figures are, up to
date, launches 178., boilers 1., government launches 25.,
engineers 94., Chinese engineers 105.
The work on hand is very great
indeed as there is such a number of new launches being
built owing to the number which have been sold and gone to
the Philippine Islands, in fact I would venture to say
that
