I have the honour to forward herewith

a copy of a correspondence from Mr Bazeland, Aeting Police

Magistrate, and a comparative list of the number of cases

heard in the Police Court in the years. 1899 and 1900.

2. There can be no doubt that as r

Hazeland points out, the present increase of work in the

Police Court has rendered it impossible for a single

magistrate to deal adequately with all the cases which must

be heard before him. In the earlier months of this year Mr

Gompertz, who was then atting Police Magistrate, vas of the

same opinion as Mr Hazeland. At that time the difficulty

was temporarily met by the appointment of Mr Hallifax as

Acting Police Magistrate, with instructions to come from

Taipo to Hongkong for two days in every week, to try cases

in the Police Court in Victoria.

3. When this makeshift was found to be

no longer adequate, and Mr Hallifax was unable owing to

the increase of his duties in the New Territory, to sit in

the Police Court in Victoria, I appointed Mr Kemp to be

Acting Police: Magistrates with a salary of $100. a month

· in addition to his pay as an unpassed cadet, in order that

he might sit daily. in the Police Court and thus relieve

Mr. Hazeland from the excessive pressure of work. This

arrangement has so far worked satisfactorily.
