Mr Xarier first joined the Department in 1887, so has
actually: longer service in the Hongkong P.W.D. ̈staff than
any other officer now on the establishment. He was promoted
to be an Assistant Engineer in 1893, since which date four
.officers have been obtained from England and place in posi-
* tion above him.
If we are to retain efficient officers of Mr Xavier* s
stamp. they must not be debarred from promotion.
