I have the honour to transmit for your favourable consider a- tion the enclosed copy of a letter from the Manager of the
Roman Catholic Schools, in which he applies for the grant of
a site at Aberdeen for the purpose of building a Chinese girl's school. The portion of the site is shown on the accompanying tracing.

2. I am of opinion that there is no objection to the grant of the proposed site at a nominal rent and without premium, provided that the case is considered a special one of the kind referred to in your despatch No 239 of the 10th July last.

Wità reference of paragraph 4 of that despatch I have the honour to transmit a copy of some draft rules drawn up by the Inspecter af Schools in regard to the grant of sites on specially favourable terms, and I shall be glad to know if the y :meet with your approval. From a practical point of view grant- in-aid Schools appear to be as deserving of favourable treat- ment by the government as religious and philanthrophic institu– tions. Even themretically it is difficult to draw an exact diyiding line between them. Grant-in-aid Schools are doing work which the government would be bound to undertake if they
