MEMORANDUM of Agreement entered into between the Government of

Hong Kong (hereinafter called "The Government") of the one part and The Great Northern Telegraph China and Japan Extension Company, (hereinafter called "The Company") of the other part.

WHEREAS the Company have applied to Her Majesty's Principal Secretary of State for Foreign Affairs for permission to land a Submarine Telegraph Cable in this Colony and such permission has been granted by Her Majesty's Government upon and subject to the conditions contained in Articles 8, 9, and 10. of this Agreement.

AND WHEREAS the Company have also applied to the Government of Hong Kong for permission to erect a Block House on the shore of Deep Water Bay on the southern side of the Island where their said cable is intended to be landed, and also to affix a wire or wires for the use of the Company to the posts of the Government Telegraph between Deep Water Bay and the Offices of the Company in Victoria.

AND WHEREAS the actual cost of erecting the posts and of affixing the wire of the Government Tele- graph has been Two hundred and eighty-two dollars per mile, and the cost of affixing a second wire thereto for the use of the Company is estimated at Forty-seven dollars per mile, making a total of three hundred and twenty-nine dollars per mile.
