With reference to the last part of
paragraph 7 of my despatch No.367 of the 11th. August last, I
have the honour to inform you that the Local Auditor has sub-
mitted his Report, a copy of which I enclose, on the present
state and requirements of the British Post Office at Shanghai,
Fotober, 1900. Sel: 2. Velober, 1900.
I also enclose a Minute thereon by the Acting Postmaster Gen-
eral in which he strongly recommends the appointment of the
two extra clerks which Mr.Nicolle believes from personal ob
servation to be urgently needed.
2. If the efficiency of the Shanghai Post
Office is to be improved and maintained I concur with the Lo-
cal Auditor and the Acting Postmaster General that an increase
of staff is indesponsable; and I have accordingly authorised
the provisional appointment of the two clerks asked for by
them and recommend that the appointments be made permanent,
The salary of each post will be at the rate of $40 a month,
which can be defrayed this year from the unexpended portion
of the Post Office vote.
