Although they did not propose that the new
Registrar General should be appointed before the middle of the year, they have placed his salary for the whole
of the year on the Estimates; and at a different rate from that suggested in the separate despatch;

Coals, Repairs etc. to various existing launches will
cost $1,750 more.
The taking over of the Waglan Island Light-
house from the Chinese Government will cost the Govern-
ment $10,454. Various small sums swell the increase in
Lighthouse Expenditure to $11,306.
The increases to higher and Chinese officials at the Observatory increases that vote by $1,812; and
the Personal Emoluments of the Botanical Department are
similarly increased by $1,450. Under Other Charges'
in the latter vote there are three new items; Conserva-
tion of trees, etc., New Territory, and Taying out
Mountain Lodge Grounds, $2,500 each: Laying out Public
Recreation Ground, Kowloon, $2,000. Total increase,
Botanical Department, $8,450 (44.4 %).
The increase of $8,500 in the legal Expendi-
ture is entirely due to Personal Emoluments. There is a
new appointment
