Sir,
I have the honour to acknowledge the re-
ceipt of your despatch No.305 of the 12th.ultimo and to in-
form you that after a consideration of the facts stated in the
correspondence transmitted therewith I am of opinion that
the rule suggested by you with regard to the appointment of
cadets to the Civil' service of HongKong, the Straits Settle-
ments, and the Federated Malay States, is reasonable and should
be adopted.
