In answer to the third paragraph of your
Confidential Despatch of the 10th of April last,
I have the honour to enclose herewith a copy of
a Bill it is now proposed to introduce into
Legislative Council, entitled an Ordinance to
further amend the Raw Opium Ordinance, 1887.
This Bill has been drawn up in order to
carry out the pledges as to the control of the
opium traffic given to the Chinese Government, &
is in conformity with the wishes of Sir Robert Hart:
I attach a precis of the negotiations which have
taken place with the Chinese Government through
Her Majesty's Legation at Peking. The draft Bill
