containing several heads of the nature and quality of the

work proposed to be done and also an estimate from Messrs,

Noronha & Co., the Government Printers, of the cost of its

performance. I also forward a memorandum showing what the

probable net cost to the Government would be. The Concise

Edition comprised 200 copies and the stock has lasted for

a little more than eight years. Considering the large in-

crease which has taken place in the population of the Co-

lóny and the still greater increase which is likely to take

place in the near future, I would suggest that a new edi-

tion should comprise 360 or at least 300 copies.

7. I enclose some documents from

which Your Excellency will be able to see that was thecost

to the Colony of the Concise Edition and also of the

dition in four large quarto volumes which was completed in

1891. This latter edition appears to have been practicall y

useless: I have never yet seen it used in Court. It suffer-

ed from the considerable defects of (1) being too cumber-

some in form: (2) containing all repealed and spent Ordinan--

ces: and (3) being without any kind of Index.

8. In conclusion I desire to say, on

my responsibility as the chief administrator of the laws

in the Colony, that whether this proposed work is entrusted

for its carrying out to myself or to any other person or

persons, it is one which, in my opinion, should be undertak-

en by the Government of the Colony without undue delay.

If it is entrusted to me I will promise that it shall be

completed within 18 or 20 months. In the first instance I

offered to do the work while at home on leave, but on con-

sideration I think there are reasons why it may more con-

veniently be done in the Colony. I trust that the Secret-

ary of State will be able to re-consider his decision and

to sanction the undertaking of this important work.
