of persons infected with plague, the instant that they feel any feverish symptoms. This cannot be stopped and the effect may
be the dissemination of the disease. Except that on further
consideration the regulations are found to be a breach of the Venice Convention, it would in my opinion be expedient to allow them to be put in force in the event of plague again becoming epidemic in the Colony.
