I communicated a copy of your despatch

No.188 of the 15th.of June and of the extract from a Report

of the Committee of the Privy Council of Canada together

with copy of section 10 of the Memorandum which accompanied

the letter, to the HongKong General Chamber of Commerce, and

I have now the honour to transmit a copy of their reply.

In the extract referred to it is stated

that HongKong appears to be a trading Colony of limited area

and population rather than a manufacturing or producing coun-

try, but I would point out that it contains double the popu-

lation of Barbados, one of the Colonies enjoying the preferon-

tial tariff, and that its imports from Canada are free of all

duty.

Those imports have considerably increased

of late and are increasing. Thus the value of lumber imported

from Canada during the 12 months June 1899 to June 1900 amount-
