I have the honour to request that
Your Excellency will be kind enough to forward an application from me to the Colonial Office for Police
or other service in Colonies under Government.
In 1879 I served in the Zulu War
as Lieutenant (Volunteer) Notal Native Contingent.

In 1880 I joined the Royal Irish
taking first place in the Examination
with marks that have held the record since and served
in various capacities in that Force including five
years as Crime Special Officer attached to the staff of Divisional Commissioner until the year 1897.
In October of that year the Municipal Council of Shanghai applied to Sir Andrew Read K.C.B., Inspector General of the Royal Irish Constabulary, for an Officer to take command for three years of the Shanghai Police a body of over 800 men composed of Europeans and Sikhs armed, and Chinese unarmed and I was recommended by Sir Andrew Reed for this post and seconded accordingly for three years,
Your Excellency has personal know- ledge of this Force, of its success in the detection of crime, of the law and order preserved throughout this large Settlement with it's mixed community, of the regulation of great and varied traffic under difficult conditions, and of many other matters appertaining to the efficient working of Police here; and I venture also to recall to Your Excellency's memory various improvements we have, I hope, made within the period of
my command here.
