Order Office at the Shanghai Post Office.
The report shows that with the existing esta-
blishment the Post Office is undermanned and I have to ask
your sanction to increase it by the additional Clerk at $100
a month above referred to. I defer making any further recom-
mendations as to increase of staff until the Local Auditor
shall have visited Shanghai which he purposes to do in Septem-
ber when he will report upon the office.
8. In the meanwhile I am endeavouring to find
an officer to fill the post of Senior Clerk.
It has been found impossible to find a suitable
candidate at the old salary of $110 a month, and I have accord-
ingly authorised the offer of a salary of $1,440 rising by
triennial increments of $240 to $1,920,or if that fails to
attract a suitable candidate, of $160 a month, under the follow-
ing circumstances.
In your despatch No.189 of the 15th.of June
you suggest that special arrangements should be made to enable
Mr. Solly to take leave, and you further state that Captain Has-
tings has represented to you that the salary of the Postmaster
at Shanghai is insufficient, and that you are prepared to sanc- tion it being raised to $3,600 per annum.
9. I am of opinion that the best means of pro- viding for the Postmaster at Shanghai taking leave of absence is to employ as Senior Clerk there an officer (preferably a
European) of sufficient ability to undertake the duties of
the Postmaster.
