With reference to your despatch No.189 of 16th.
June, I have the honour to bring under your notice the follow-
ing matters connected with the Shanghai Post Office;-
2. On his arrival in Shanghai Mr.Solly report-
ed under date of the 13th,of June that the staff of the Post
Office there was quite inadequate, and that unless an addition-
al officer were appointed to take charge of the Money Order
business it would be impossible to continue the work.
3. In these circumstances Major-General Gas-
coigne authorised Mr. Solly to engage an extra Clerk at $100
per mensem, and the funds for the remainder of the current year
were voted by the Legislative Council.
Under date of the 4th. of July Mr. Solly supple-
mented his urgent requisition for additional assistance by a
report on the subject of the staff of the Shanghai Post Office
copy of which is enclosed.

4. It was not till the 25th.of July that Mr.
Bolly was able to obtain a suitable candidate for the new post. Under that date he recommended Mr. Ramji Dass Saigal, a native The Right Honourable
