I am extreemly grateful for the protection you

afforded me some time ago.

I have already submitted one letter for your

perusal.

Our Emperor has been living in undisturbed peace

with all nations for over 20 years. He became acquainted with the enlightened methods of Government

pursued by the West & exerted himself in selecting

the best course of reform for China to adopt. As all nations know, it was his earnest wish to unite with

them.

I have just read of the rebellion of the Boxers &

the disturbances caused by them at Tientsin & Peking,

of their murdering foreigners & of their even daring

to burn down the Legations: I look on with eyes

dimmed with tears & gnash my teeth with anger.

I feel the profoundest sympathy for the sufferers.

The true causes of this disturbance are the Empress

Dowager, Prince Tuan, Jung Lu, Prince Ching, Kang Vi, Chao su Yaou, Tung Fusiang, tyrants, who follow the

old customs & trust in their own conceit, intensely

hate reform & disturbe international peace.

This was why they joined with brigands & became lead ers of the I Wo Tun, & took control of everything & permitted them to harass other nations. Under pretence of enlisting them as soldiers they secretly armed them. The longer they are allowed to go on the fiercer will the flame burn & the more will be the calamity.

These tyrants have the intelligence of dogs & horses & act as violently as those birds that eat their

parents
