With reference to your despatch No.127 of
10th May last, I have the honour to forward a statement by Mr.
May, Captain Superintendent of Police, on the subject of the
appo intment of a fourth Executive Officer for the HongKong
Police Force.
2. In my despatch No.4 of 5th January, 1900,
I addressed you on this subject giving av reasons why I con-
sider it necessary that there should be Two Assistant Super-
intendents appointed.

Mr. May recommends the appointment of Mr.
Wodehouse, a young gentleman who is employed in the Registrar
General's Office under special conditions. Personally I have
no doubt that Mr.Wodehouse would make an excellent officer,
and speaking Chinese as he does it is a question whether an
exception should be made in his case. But as a general
principle I am of opinion that the gentleman appointed to the
Force should be Passed Cadets. Otherwise the officers would
