Tell Viceroy that it will always be a pleasure to me
to receive His Excellency, but I think it well to tell
him that I have strong grounds for believing that if
he goes just now, he will leave a rebellion behind him
that may produce grave complications. I warned him of
this impending trouble at our interview of January 15th.

Your Excellency's telegram of yesterday communicated to
Viceroy. His Excellency replied, "Having received Imperial "orders to proceed North proposition to remain here
"cannot be entertained. I firmly believe there is no
"likelihood of insurrections or rioting after my
"departure."
At interviews yesterday & to-day His Excellency gave me confidence,& repeated assurances to the same effect.
