Li Hung Chang ordered to Peking by Imperial Edict received yesterday. He leaves Hongkong on July 17th.

Your telegram of yesterday. Please submit to Viceroy that his departure would entirely change conditions existing in the South. I earnestly hope, for the sake of the peace of the two provinces,that His Excellency will reconsider his intention. It is impossible that he could get to Peking at present.

Your Excellency's telegram of to-day. I have seen Viceroy who states Black Flags will not be sent North. His Excellency expressed gratification on receiving Your Excellency's message but explains that having received this second decree ordering him to Peking, he must go. He leaves Canton in "An-ping" on July 17th
& asks whether Your Excellency can receive him on
July 18th at nine a.m.
