I have the honour to forward for your

favourable consideration the enclosed applications for in-

creases of salary from Mr.Lo Sik-ling, Clerk in the Depart-

ment of the Inspector of Schools, and from Messrs.Kotewall,

Kwok Fung-i and Ng Yau-Sang who are the 2nd.,3rd and 4th.

Clerks in the Police Department.

The first three did not participate in

the general increase of salaries of Chinese Government ser-

vants.

2. Mr.Lo Sik-ling has had no increase of sa-

lary for over 10 years, and I am of opinion that his post is

at the present time underpaid at $ 50 a month, I have to re-

commend that the pay of his post be placed on an incremental

scale rising from $ 600 to 720 by triennial increments of

$60 and that his previous service in the post count towards

the increments.
