Telegram. Governor Sir Henry A.Blake to Mr.Chamberlain
Sent 4.30.p.m.
Received Colonial Office 2.20.p.m. 6th July 1900

I received a telegram on the 18th ultimo from the Consul General at Shanghai stating that it was undesir-
able in the circumstances to allow arms to be exported,
unless consigned to him. Fraser, the Consul at Hankow, telegraphed to me yesterday, asking me to allow 1000 rifles for Chang Chi Tung to be exported, but suggest- ing that they should be consigned to him. I shall consent as it would, I think, be impolitio to refuse Chang Chi Tung at the present time, but I shall be
glad to be informed who is the responsible represent-
ative of British interests during the forcible deten-
tion of Sir Claude Maodonald and his staff at Pekin.
Blake.
