2. Mr.Dixon and Mr. Carroll ought apparently to

3. These increases were however granted princi- pally to compensate the officers for the increased cost of li- ving in the Colony, and are not due to any promotion granted to the officers. Moreover in some cases the loss of the privi- lege referred to might involve hardship; as for instance in the case of Captain Rumsey, who will soon be of pensionable age, and who if he retired on a pension of two thirds of $6,000 a year
