I have the honour to transmit for your con- sideration the enclosed copy of a letter from the Sanitary
Board, asking that Mr.J.J.Bryan, Assistant Sanitary Surveyor, whose term of agreement with the Government comes to an end
on August 20th.next, should be appointed Sanitary Surveyor
to the Sanitary Board under Section 9 of the Public Health
Ordinance, and should be placed on the same footing as regards
pay as the Assistant Engineers in the Public Works Depart-
ment, who receive $2,400 rising to $3,000 per annum. It is
further recommended that he should be entitled to draw his
first increment of salary upon the completion of his three
years service in the Department, which will be at the termi— nation of his agreement in August.
2. The Board also recommend that the Executive
Engineer of the Public Work Department who is in charge of
. sewers should remain as a Surveyor to the Board, and that
: his duties should be purely consulting.
3. It is desirable that the title of Mr.Bryan's office should be changed to Sanitary Surveyor because the
Public Health Ordinance makes no mention of an Assistant
Sanitary Surveyor, and I am of opinion that the salary recom-
mended by the Hoard is not more than adequate.

Mr. Bryan is a capable officer, and I have
to recommend that he be placed on the permanent staff with
