In continuation of my despatch No. 263 of 5th

and with reference to your telegram of the 6th.

instant, I have the honour to inform you that I have appointed Mr.Solly to be Postmaster at Shanghai from this date, condi-

tionally upon his being able to find security for the required

sum of $10,000. within three months. Mr.Solly will leave for

: Shanghai- by the steamer sailing for that port tomorrow..

2. With reference to second part of your telegram,

I have the honour to state that I have provisionally and

subject to your approval appointed on dix months' probation Mr.F.Howell, Lead Bailiff in the Supreme Court, to succeed Mr.Solly as Chief Clerk in the HongKong Post Office.

Mr.Howell joined the service in 1880, he is

an energetic officer and is recommended by the Acting Post- master General. He has some: knowledge of Cantonese colloquial, and so far as can be judged is likely to prove a suitable

officer for the post.

As however I have no personal knowledge either of the duties to be performed or of Mr.Howell's qualifi- cations, I have taken the precaution of appointing him on

probation only.
