Upon receipt of your telegram I recognised

that it was impossible for an officer to arrive to take up

the appointment: by the 1st.of July, and I therefore cancelled

Mr.Solly's leave and gave instructions for him to proceed

in due course to Shanghai to act as Postmaster until the

arrival of the new officer.

Thereupon

Mr.Solly asked to be allowed

to withdraw his refusal of the appointment, and although

I

. did not consider that his conduct in the matter merited

I consideration, I was not prepared in view of his long service

without leave to oppose his application.

4. I therefore stated in my telegram to you that

I did not object to his request being granted.
