sir,

I have the honour to report that owing to

the promotion of Mr. Brown to a post under the Sanitary Board,

the appointment of Second Bailiff in the Supreme Court has

recently become vacant, and that no eligible candidates applied

for the post, the initial salary of which is $720 per annum

rising by increments of $70 annually to $1,000 per annum.

Mr.Leonard, however,who had been attached

to the Supreme Court as Assistant Bailiff from 21st.August.

1896, to 20th.January 1899, and who had left Government em-

ployment to better his position in private employment, applied for the appointment on condition of being permitted to begin

at the maximum salary of $1,000.

3. Mr.Leonard gave complete satisfaction

while acting as Assistant Bailiff, and the Registrar of the

Supreme Court has strongly recommended his appointment. In these circumstances I have provisionally appointed him to

the vacancy on the maximum salary above-mentioned, and I re-

commend that he be confirmed in the post.
