I have the honour to forward for your

favourable consideration the enclosed copies (with 3 enclo- sures) of a letter from Mr.W.M.B.Arthur, First Clerk at the Magistracy who has gone: to England on vacation leave wich a view to retiring on persion, claiming the privilege of re- ceiving his pay during his leave, and his pension, at the

rate of 4 Shillings 2 Pence to the dollar.

Mr. Arthur's name was included in the

list of officers entitled to the above mentioned privilege which was forwarded to the Marquess of Ripon in Str Wm.

Robinson's despatch No.228 of the 2nd.of July 1898, but was

subsequently struck off the list in compliance with Lord Ripon's directions: conveyed in paragraph 5 of his despatch No.230 of the 22nd.of September 1892, the reason assigned

: being that Mr.Arthur had already received an increase of over

14% of his salary.

Mr. Arthur's name had been included in che

list because he had not received an increase of 14% on his { total emoluments in the year 1890, and when his name was

struck out as directed he appealed to Government to have

it again added.
